Decode bytes from serialize_key_package_hash_ref.
The input must be exactly one length-prefixed byte string. bincode allowed
trailing bytes; this decoder rejects them on purpose. The only writer of
the column is serialize_key_package_hash_ref, which never writes any, and
the legacy archive conversion does not copy key_package_history. So the
stricter check changes no result for a stored row.
