The key package hash ref in the key store key layout (kv_codec::encode_key).

These bytes are the KEY_PACKAGE_WRAPPER_PRIVATE_KEY key and the key_package_history.key_package_hash_ref column. The key layout does not change with the value codec, so neither needs a migration when it does.
