Durable Welcome processing for the incoming coordinator and client sync APIs.
WelcomeService installs independent joins, resolves their dependencies, and
holds Welcomes with unsupported formats, unavailable keys, unresolved pointers,
or unreached group prefixes for a bounded window.
WelcomeHeadOutcome tells the coordinator which work remains; GroupSyncSummary
reports completed group synchronization.
