Verify and decrypt a sealed commit-log entry read from the conversation’s commit-log topic, and return the encoded PlaintextCommitLogEntry.

Every length is checked before any cryptography, then the signature, then the AEAD. A malformed field never reaches the AEAD. The caller decodes the plaintext and checks its group_id and commit_sequence_id.
