Why a configuration read could not produce a usable copy.

Carried by ServerConfigError::Unavailable so a caller can tell a backend that refused from a database that would not accept the answer.

The backend did not answer, or answered with an error. A backend with no ConfigurationService answers UNIMPLEMENTED; there is no shim.

The answer arrived but could not be stored.
