§received: Cursor

Durable received prefix F, including retained pending envelopes.

§processed: Cursor

Durable processed prefix P; independent of application delivery.

§unresolved_welcomes: Vec<Cursor>

Unresolved Welcome sequence IDs at or below H, even after later successes.

§inactive: bool

Removal completed this obligation without advancing P further.
